Fernando established BDE CONSULTING, LLC in January 2013 in the El Paso, Texas Region. Prior to this venture, in 2011 he was Partner/Board Member of FirstBaja in San Diego, CA/Tijuana B.C.
From 1977 – 2010 he held Senior Management positions at Aon Mexico he was also a ranking member of the Executive Committee, his last two tenures with the firm were Managing Director – Regional Operations and Executive Vice President – Business Development.
He graduated BBA,Business and Marketing from UTEP, holds the CPCU Designation from the American Institute of Chartered Property and Casualty Underwriters. He holds a Post graduate Senior Management AD – 2 Degree from IPADE Business School.
He was also Chairman of Maquila Services Group in El Paso, TX and Chairman of Mascarenas Foundation in Ciudad Juarez, Chihuahua/El Paso, TX.
He serves on the Board of different companies in El Paso, TX, Mexico City, Ciudad Juarez, Chihuahua and Guadalajara, Jalisco

Luis G. Lizcano
Mr. Lizcano has more than 25 years of experience in Industry Development from different perspectives (Goverment positions and Private Companies). He was in charge of Foreign Direct Investment Attraction for the northern state of Chihuahua Government where he had the opportunity to design and implement the Aerospace Industry Development Strategy to attract companies like Cessna, Honeywell Aerospace, Beechcraft and Bell Helicopter to mention a few.
His background is important in Economic Development, Automotive, Aerospace & Industrial Real Estate. Mr. Lizcano holds an Industrial Engineering degree from ITESM (Instituto Tecnológico y de Estudios Superiores de Monterrey) .
